Without objection, the bill was read the second time. Senator Halford moved and asked unanimous consent for the adoption of the Finance Senate Committee Substitute offered on page 3911. Without objection, SENATE CS FOR CS FOR HOUSE BILL NO. 284(FIN) was adopted and read the second time. Amendment No. 1 was not offered. Amendment No. 2 was not offered. Senators Halford, Zharoff offered Amendment No. 3 : Page 11, lines 15 - 16: Delete all material and insert: "(5) the payment of obligations whose status places the permit of a borrower in jeopardy of sale as a result of United States Internal Revenue Service enforcement action;" Senator Halford moved for the adoption of Amendment No. 3. Senator Kelly objected. The question being: Shall Amendment No. 3 be adopted? Senator Rieger moved and asked unanimous consent that he be allowed to abstain from voting because of a conflict of interest. Objections were heard and Senator Rieger was required to vote.
